Mass. House rejects Healey's gas tax holiday two weeks before Election Day

Representatives voted 121-30 against a two-month suspension of the 24-cent state gas tax, an idea backed by both major candidates for governor and most voters in a recent poll.

BOSTON — The Massachusetts House on Wednesday voted down a two-month suspension of the state's 24-cent-per-gallon gas tax, dealing a setback to Gov. Maura Healey on a relief proposal that both she and her Republican opponent have championed.

The Republican amendment to restore the gas tax holiday failed 30-121, State House News Service reported. Five Democrats joined Republicans in supporting it. The House then passed the underlying $2.35 billion supplemental budget 152-0, sending it to the Senate.

Healey proposed the suspension last month, citing gas prices driven up by the war in Iran. Her administration estimated it would save drivers about $120 million. House leaders had already dropped the idea from their version of the spending bill on Tuesday.

Leaders doubt drivers would see savings

House Speaker Ron Mariano and Ways and Means Chair Aaron Michlewitz said in a joint statement that pausing the tax would cut into money for transportation projects while doing little for residents, because sellers might not pass the savings along, WHDH reported. Mariano called the proposal "gimmicks and tricks."

Rep. Adrian Madaro, the Democrat who chairs the Legislature's revenue committee, pointed to Connecticut's 2022 gas tax holiday and argued that oil companies there pocketed much of the cut. Rep. James Arciero, a transportation committee co-chair, estimated the typical Massachusetts driver would save about $25 a month.

Rep. Todd Smola, the Warren Republican who filed the amendment, cited a UMass poll showing 69% of voters favor a temporary suspension. "Temporary relief is still relief for the people of Massachusetts," he said on the House floor.

A campaign issue

The vote came two weeks before Healey faces Republican Mike Minogue, a former health care executive who floated his own, broader gas tax suspension days before she did. Minogue's campaign website features a running count of the days since Healey "promised a gas tax suspension," and he called the House's rejection proof that her plan was a political stunt, Boston.com reported.

Healey opposed a gas tax suspension when she ran for governor in 2022. Her office said she wrote this year's proposal to make sure the savings reach drivers without hurting transportation funding, and that she will keep pushing for it.

"There is nothing gimmicky about a proposal to give gas tax relief to people," a Healey spokesperson said.

The Senate has not yet taken up the spending bill.
