Troopers pulled the car over and identified the driver as Luu, police said. He was arrested, taken to the state police barracks in Berlin and later released on a citation to appear Nov. 12 in Vermont Superior Court in Washington County to answer the excessive speed charge.

Luu was also issued a civil violation complaint carrying a $323 fine and 2 points on his license, police said.
