Prosecutors said Sastre Pagan took part in a conspiracy that shipped kilograms of cocaine into Central Massachusetts from Puerto Rico from about April 2023 through April 2024. He was in touch with co-conspirators before and after deliveries and directed their work in and around Southbridge and Worcester, prosecutors said. Investigators seized four packages during the investigation, each containing cocaine, and prosecutors said between 15 and 50 kilograms of cocaine was attributable to him.

He was charged in November 2024 along with Eric Rivera and Miguel Lopez. Rivera pleaded guilty in August 2025 to conspiring to possess with intent to distribute cocaine and was sentenced in November 2025 to five years in prison and three years of supervised release, prosecutors said. Lopez was sentenced in April to six years in prison and five years of supervised release.

The Drug Enforcement Administration and the U.S. Postal Inspection Service investigated the case.
