According to police, officers on Washington Street at about 9:17 p.m. noticed a man walk away from a car and into a store. A check of the car showed that the driver's license had been suspended, police said.

Officers then saw the man leave the store, get into the car without starting it, get out and walk back to the front of the store several times, police said. When officers got out to investigate, they briefly lost sight of him, then saw him driving away and pulled the car over, according to the department.

As the man got out, officers saw that the gear shift box and the radio had been tampered with, leaving a hollow space inside the car, and spotted the handle of a gun inside the radio casing, police said. The weapon was a Glock 19 9mm handgun loaded with 11 rounds, according to police.

The charges are allegations, and Delacruz is presumed innocent unless proven guilty in court.
