Attorney General Peter F. Neronha said his office charged the owners of a Providence-area environmental services firm, a freight carrier and a construction contractor following referrals from the state Department of Labor and Training.

Rhode Island Attorney General Peter F. Neronha announced on Aug. 20, that his office has charged three business owners with labor-related crimes, including wage theft, after complaints were referred to prosecutors by the state Department of Labor and Training.

According to the attorney general's office, Andrew Loffredo, 28, owner of Premier Environmental Services, was charged on Aug. 20, in Providence County Superior Court with one count of failing to pay wages to a former employee and one count of delivering a fraudulent check. Prosecutors allege Loffredo failed to provide approximately $7,349.42 in wages to a former employee who was terminated in July 2025, after issuing a check he knew the account lacked sufficient funds to cover. Investigators found that when the check bounced on Sept. 15, 2025, the account balance was $15.76 following an $8,000 withdrawal, the office said.

David Zayas, 46, owner of Zayas Delivery Solutions LLC, an interstate freight carrier based in Providence, was charged on Aug. 19, in Providence County Superior Court with failing to establish a regular payday and failing to pay wages owed to a former employee upon separation. Prosecutors allege roughly $3,400 in wages went unpaid to an employee terminated on or about Nov. 10, 2025.

Carlos Amparo, 37, owner of CAC Contract, was charged on Aug. 19, in Newport County Superior Court with failing to secure workers' compensation insurance. Prosecutors allege he knowingly employed three workers without coverage between Jan. 3 and April 15, on a subcontracted construction project at the Viking Hotel in Newport.

Loffredo and Zayas are scheduled for pre-arraignment conferences on Oct. 7, and Oct. 14, respectively. Amparo is scheduled for arraignment on Sept. 10.

The charges are allegations, and each defendant is presumed innocent unless and until proven guilty.
