Former Shelton man sentenced to nine months for disabling funeral business's computer network

Billie Conley Jr., an IT consultant, admitted secretly installing remote-access software on a client's network and then shutting it down on 21 days, federal prosecutors said.

A former Shelton man who ran an information technology consulting business was sentenced Monday to nine months in prison for secretly taking control of a client's computer network and repeatedly shutting it down, according to the U.S. attorney's office in Connecticut.

Billie Conley Jr., 47, was also sentenced to three years of supervised release by U.S. District Judge Victor A. Bolden in New Haven. Conley pleaded guilty to wire fraud on June 1. Bolden will set restitution after further court proceedings, prosecutors said.

According to prosecutors, Conley owned and operated Ridgefield Tech LLC. In September 2023, the owner of a funeral services business hired him to set up a computer network and video surveillance system. When he installed the network, prosecutors said, he also installed, without permission, software that let him reach it remotely.

Soon afterward, the business began having service problems that the owner paid Conley to fix. Conley offered her a monthly service agreement to begin in February 2024 in place of paying per service call, but she turned it down, prosecutors said. Between January and September 2024, Conley remotely disabled the network on 21 separate days, leaving the business unable to operate on those days, according to prosecutors.

In August 2024, the owner hired another company to fix the problems. That company could not regain control of much of the equipment Conley had installed, and the owner paid for labor and replacement equipment to recover the network, prosecutors said.

Prosecutors said Conley also used the business's bank account between June and August 2024 to make about $9,070 in payments to companies that he and Ridgefield Tech owed money.

Conley has been held in state custody on unrelated charges since Dec. 2, 2024, and is scheduled to be released from state prison in September 2027, according to the U.S. attorney's office.
